Under current conditions bunkers are in play but can take a drop for unkept bunkers, does this apply for plugged balls into the face?

Usually, The Shooter doesn't hit it in bunkers because they don't put the holes in there do they !

I would expect that if the local rule is that you are permitted relief in the bunkers at your local club, lets say it Twin Waters for example, the relief you are allowed applies to the whole bunker and if you are embedded in the face or any part you win.
